TWO MEN and two women have been sentenced for conspiracy to supply Class B drugs in a south Wales prison.
An investigation led by officers from the Multi-Agency Response to Serious and Organised Crime (MARSOC) team within Tarian, the Regional Organised Crime Unit (ROCU) for southern Wales, in partnership with HM Prison and the Probation Service (HMPPS), identified that two prisoners in HMP Cardiff were conspiring to supply drugs within the estate.

Cameron Williams, 27, currently in HMP Parc, Bridgend, was serving a sentence for conspiracy to supply cocaine and heroin when prison staff found 744g of a synthetic cannabinoid, known as ‘spice’, in his cell
Officers established that Williams had enlisted his mother, Amanda Jane Cotter, 56, of Caerau, Cardiff, to use her bank account to receive payments for drugs from family members and partners of other prisoners. Investigators also found that she attempted to conceal the origin of the funds by transferring money between her accounts.
The investigation further identified that William’s partner, Robyn Ward, 25, of Radyr, Cardiff, also facilitated payments through her bank accounts.
Ahmed Moshen, 28, currently in HMP Woodhill, Milton Keynes, was shown to be receiving money from family members to purchase drugs from Williams, with the intention of supplying them within the prison estate.
Williams, Ward and Moshen all pleaded guilty to conspiracy to supply Class B drugs, namely spice. Cotter was found guilty by a jury at Merthyr Tydfil Crown Court on 8th June, 2026.
Cameron Williams has been sentenced to 2 years and 3 months in prison, consecutive to his existing sentence.
Amanda Jane Cotter has been sentenced to 3 years and 9 months in prison.
Ahmed Moshen has been sentenced to 7 years in prison, to run concurrently with his existing sentence.
Robyn Ward has been sentenced to 2 years and 10 months in prison, suspended for 2 years.
Detective Inspector Jason Meadows, of Tarian ROCU, said: “This was a complex investigation involving multiple individuals. I would like to thank HMPPS and, in particular, the staff at HMP Cardiff, for their support throughout this investigation.
“We will continue to work with HMPPS to identify and pursue those involved in the possession and supply of illicit drugs within the prison estate, as well as those who enable them.”
