A suspected fly-tipper has been caught dumping household rubbish close to a popular park near Caerleon Road in Dinas Powys.
A Vale Council spokesperson said: “Intelligence was received with dates and times of when the fly-tipping occurred. Following this, the CCTV footage was reviewed and it captured the incident. The waste crime unit were able to identify the individual, who has been issued with a Fixed Penalty Notice (FPN) of £300.
A FPN is a conditional offer in which a suspect may discharge any criminal liability for an offence by paying a fixed amount within 14 days. If the suspect refuses to accept an FPN or if payment is not made within the 14 days, the conditional offer is withdrawn, and the suspect is prosecuted.
The incident took place on 23rd September and was captured by a deployable camera which the Community Safety Team use in parks and open spaces.
The council’s enforcement services manager, Craig Handley, said: “Without the superb CCTV footage and how quickly we were able to view it, we would not have been able to even identify a suspect let alone issue them with a Fixed Penalty Notice.
“The introduction of the new CCTV network and the creation of an operational working group – of which the Enforcement Service is a member – is a huge game-changer for us.”
The Vale Council has zero tolerance towards fly-tipping and is, so far, the only Welsh local authority to have signed up to the #SCRAPflytipping campaign, an initiative run by colleagues in Hertfordshire, that has been adopted by local authorities throughout England and that takes a multi-agency approach towards tackling fly-tipping.

Cllr Mark Wilson, the Vale Council cabinet member for Neighbourhood and Building Services said: “We have very sophisticated technology throughout the Vale that can capture those responsible and enables our services to issue heavy fines where possible.
“We will continue our efforts to ensure that the Vale remains a safe and clean place for all to enjoy.”
